Need some help getting started.

I am working on creating a game module for a new game. Not sure if I have the right designator for what I am doing. Here is what I want to accomplish. I have the city maps set up. I want a character sheet for players and a separate sheet for Enemies and NPCs like 5e has. I am not including the rules for the game but much information will be in the "Module". Please any advice would be very helpful Martin

Yes, you can sell this as an 'add-on' that will allow someone to add all the things in the game, you just have to set it up in its own game to do so.
My issue is this - This is a new game - not one already carried on Roll20. I want to have Character sheets and I want to make separate NPC/Monster sheets. I want to do this like 5e does it

Sounds like you need to start with character sheet building then: https://wiki.roll20.net/Building_Character_Sheets
We have a sheet already in the works. I need to know how to implement and make the NPC/montser sheets

That is part of the character sheet. All you are doing is hiding the pc part of the sheet and revealing the npc part of the sheet through css. It isn't a separate sheet, just displaying different parts of the same sheet. https://wiki.roll20.net/CSS_Wizardry

Congratulations on making your own new original game! :D
I am the Roll20 Department of this game it's called Inner City Redux a re-make of a game back in the 80's- It is a cross between an RPG and Boardish game. Fantastic fun. Inner City is a role-playing game set in the world of melodramatic law enforcement-themed television programs of the late 60s, the entire 70s, and the early 80s. These shows were action-packed, had plentiful scenes of urban violence and car chases, and bore little resemblance to actual reality. Cars never needed gas, no one really got hungry, it was okay to beat up suspects or witnesses (so long as they weren’t completely upstanding citizens), and minor crimes were most often ignored in favor of catching ‘the bigger fish’. The upshot is this: whether you play a crook or a crime-fighter in this game, your roleplaying life in Inner City centers around crime.

Great, so Dirty Harry the RPG. I'd play that. Sounds like the vintage version of Grand Theft Auto except in RPG form. I look forward to it.
It's funny but Inner-city came out LONG Before GTA. It is really a lot of fun. Once I get it together Ill do some demo's. This is the completed KS page if you're interested in getting a peak. https://www.kickstarter.com/projects/1049191732/inner-city-redux?ref=discovery_category&term=Inner%20City%20
