Whenever I try to send a private message I get stuck at this screen no matter which browser/device I use. I tried Firefox and Chrome (both on my computer and my mobile). I don't know for how long this has been going on because I seldom send PMs: the last time I successfully sent a PM was 2 months ago, and the first time I experienced this issue was today.

Can you post one now? There is a recurring bug that can keep people from posting to PMs until they post in the forum. In fact, there's a thread for expressly this purpose somewhere...

You can try deleting all Roll20 cookies, but you might want to file a  Help Center Request , including a Console Log ( Chrome ,  Firefox ) from the time you try to post.
