Global Illumination: Beyond On/ Off

Was thinking at work the other day: What would you all think of Global Illumination/ Daylight on/ off being on a percentage slider rather than a toggle? Also - what if you were able to change the color/ tint of the Global Illumination from an eyedropper color picker/ hex, rather than the plain white light we have now? .............. My thoughts behind this is to provide true dim light for twilight outdoors or slightly lit dungeons.  Also to simulate moonlight (blue tint), or underdark fungal light (purples and pinks and greens).
