Ok. Basically, you start out with 400 BP. In the book, follow the Character creation guidelines thoroughly, start with a metatype, Dwarf, Ork, Troll, Elf, or a human, all with a corresponding cost and beginning attributes. The 7 things to do when making a character are Choosing a race, Buying attributes (200 BP max), Qualities 35 max for both negative and positive) Skills, contacts and finally gear (50 BP max, 1 bp = 5k Nuyen). And then theres spells/adept powers/complex forms that you can only get if you buy one of the related qualities, Magic, Resonance and Edge, Both magic and resonance can be raised past the 200 BP Attribute limit, Edge as well, but edge doesn't require a quality to start out with one. Look at the character creation rules long and hard, and then glance over the premades in the book. That'll help you get a feel for what you want. Side note: Cyberware and Bioware augmentations fall under the gear category, and it's usually advised that anyone that doesn't risk losing resonance and magic take some, for that extra edge. Also, negative qualities are a great way of making awesome memorable characters. Don't take the uncommon allergy to a plant that can't be found indigenous any where but the amazon at the highest rating, or sensitive system as a Magic character. Where's the fun in that? Hope this helps.
