"Use scroll wheel to zoom" functionality doesn't work if mouse pointer is in wrong place

I have the "Use scroll wheel to ZOOM" setting turned on in my campaign settings.  (Unrelatedly, this should probably be an account setting instead.) If my mouse pointer is pointed directly at the map, or at the blank space to the right of it, Roll20 respects my setting and actually zooms the map. If my mouse pointer is pointed at the blank space to the left of the map, above it, or below it, Roll20 ignores my setting and pans the map instead of zooming it when I scroll the mouse wheel. This happens in both Firefox 95 and Chrome 97, in Windows 10.
