Token Settings: HP Text Overlay stuck on "Hidden"

Newish GM here... The Token Settings: Text Overlay setting (screenshot below) appears to default to "Hidden." If I want to change it to "Visible," I'm usually unable to do so — a "no can do" icon displays. I say usually , because sometimes it IS active, although I can't for the life of me figure out what triggers it to become active. I've tried many combinations of See/Edit selections, and none seem to make a difference. It appears to be subject to the whim of the gods. Can anyone tell me the secret of making this field editable?
The developers are really good at leaving the default sizes of their windows in such a way that many people don't realize that you can scroll down for more options, including the option to either have compact or normal text overlays.  When that setting is compact, hidden is stuck on in your screenshot.

Great, where can I adjust compact/normal setting?   Oh, NM, just found it. Weird, well, that does work, but I'm still scratching my head, for two reasons... 1. The drop-down menu displays for a millisecond and disappears just before I can select Visible to Everyone — the bottom-most option. (tears hair out) 2. The few times when the menu did become editable before, I certainly had not changed the compact/normal setting. Still leaning toward "whim of the gods." But thanks, DM Eddie!
