What I'm thinking is something like a "create a campaign/join a campaign" section where GM's can post what the max player size is, timezone, criteria, etc. and then PC's can apply to that campaign. The GM chooses which of the applicants can play and everyone can be notified when the campaign is full. I know I did a bad job of explaining that, but if this site had a "group finder" feature or something it would be incredible.
