I have noticed an interesting issue when creating map packs for Roll20, and I would like to see if all the fellow creators run into the same problem. When building and testing my map pieces everything imports fine and looks great, but when I pull it from my Roll20 library, the pieces are scaled to a 2x2 piece. And I noticed the same problem occurs once the map pack is released for players/GMs to purchase.

This isn't really a bug. If the grid is enabled on a page that you drag art to, it'll shrink and snap the image to a single grid unit. If there isn't a grid enabled, it's still shrunk down. That being said, the image quality and content isn't altered, the user will just need to rescale the image.
I find that if I move a map to the token layer this occurs, but it doesn't happen if I move it to the Map/Background layer. Could that be your problem?
