This is new. It has never done this before. When I popout the chat menu the text input box is missing. Behavior is consistent on Chrome and FF I've disabled everything I can think of and it is not fixing the issue.
I am also having this issue. Confirmed across multiple browsers and multiple machines, and checked with a couple other people who confirm they're seeing this issue too.

Hi Kenton, it appears to be partially fixed. If one completely closes the chat tab when it is popped out one cannot reload it without reloading the game (refreshing the browser). Confirmed on Chrome but I cannot replicate in FF.
That is a different issue, and has been around for years on Chrome. A workaround is to focus on the popped out window and reload, instead of close it. This will cause the popped out window to close, without disturbing the game. It can then be re-opened in the same session.
@Keithcurtis That is interesting. Basically, from what I gather, if I accidently close the Chat Popout in Chrome, I will most likely have to refresh the entire browser session. This is my first time with this bug. Never seen it and I've been closing the popout chat regularly for one reason or another these past few years. What wasn't an issue for me before, now is. Thanks for the heads up.
