Player-Facing Transparent Layers

If I could reduce the opacity in real time, like with the GM layer slider, it would be wicked handy to have an additional layer or two for spectral enemies, clouds and weather overlays over maps, the revealing of hidden objects, concealable rooves over houses, revealable tunnels under other battlemaps... especially if the GM could control which players can see which layer through Token Vision options, I could think of hundreds of uses.
