When a GM has chat in "talk to yourself" mode, their messages are not received by API "chat:message" event handlers. Is this intended behaviour?

That's an unfortunate restriction, thanks. I will say though that "it's always worked that way" doesn't necessarily mean "intended behaviour" when it comes to software.
