Can Promoted GMs Add Addons to a Game?

Recently, I've whipped up some homebrew subclasses for 5e that I plan to playtest with members of my group, and I asked one of the members who'd made a game for a previous homebrew playtest promote me to GM. I thought I'd use Kobold Press's Book of Lairs addon for the maps and encounters to save on prep time, but when GM duties transferred over to me, I found that there wasn't an option to add addons to the game. So does this mean only a game's creator can add addons, or is there some options I need to fiddle with to enable it?

You can't, Ben C., and I know that's a bit confusing because there are some things a Promoted Co-GM can add into the Creator's game table (art objects from your Marketplace Pack Purchases). Add-ons, and Modules, can only be added from the Creator's account (purchases) into the Creator's game table. Your options are either you create a new game table & add your Add-On, or, someone buys the table-Creator the Gift of that module or add-on. Another purchase, this time on or for their account.
