We want to buy a number of player character token packs and share them amongst the party.  Is there anyway this can be done by someone who isn't the DM?  A bit time consuming to drop all tokens on a page, etc.

That's the only realistic method. Roll20 is designed to limit things like that to protect the interests of partners and Marketplace Creators.
