In absence of a player rating system, maybe there could be a sticky at the top of the LFG forum that includes successful strategies people have found for recruiting new players and getting them all on the same page as far as showing up. It might also help to have one for players with some simple social contract reminders like "please communicate if you have signed up for a campaign and find you can't show" or "once you sign up for a campaign be sure to check your messages periodically."
