D&D 5E - Can't change spell DC

I've given a few players magic items that allow them to cast certain spells, and I've noticed an issue with them. Even though the Attacks & Spellcasting section allows us to modify DCs, it doesn't actually work. If you try to change a Spell's DC to something other than Spell, it instantly resets back to Spell. Also, every single time you do this, the sheet will change the stat modifier currently being used by the Attack field of the thing you are attempting to modify. If that's unclear, see the picture.
You could specify the DC in the item's description. o.O

Does it change/update if you edit it in the spell's description? Attacks that generate from spells and items often have problems if you edit them, since they want to try to conform to their source.
You need to make the change in the spell tab section. Modify the area in red to whatever you want.

Firstly, because the Spell tab section does not have an option for a Flat DC. Secondly, because even if I do modify the spell in the Spell tab section, the problem remains: you can't modify it in the Attack section, and attempting to do so changes the Attack mod for no reason.

My suggestion Duncan, create a new entry in the attack section, put all the information the attack would normally have from the spell, but give it the flat DC you need. It is simply not linked to the spell page.  Not saying this isn't a bug, just providing a workaround (although this feels more of an oversight than a bug and as such should probably go to the 5e by Roll20 thread).
That's what I've ended up doing. I'd still call this a bug though, if for no other reason than the fact that trying to change the Saving Throw should not  change the Attack modifier.

What is happening is attacks that are linked to spells are being controlled by the spell. This is by design. They have to be linked somehow and it is appropriate that they are being controlled by the spell.  The oversight here is that the Devs didn't give spells a flat DC option. Perhaps they forgot that some spells have a flat DC (like when cast from magic items).
