Token layers broken.

Roll20 tokens have for the longest time refused to work with the "To Front" and "To Back" commands, which means I can't layer tokens like I want. Here's one infantryman who's supposed to be lying on top of the engine block of a tank, but nothing I do will force his token ahead of the tank token.

Ok, so what I see going on is that the Tank is not obeying Z-layer for some reason.  Other tokens are flipping back and forth, but for some strange reason that token is ignoring all Z-layer commands and staying on top.  For a bit we thought that it was related to who had control, but once all tokens involved in the test had the same controller the situation was the same, the tank was still ignoring the Z-layer commands.  Tested to see if the tank having vision was affecting it (turned vision off)....nope. Still on top compared to tokens that had vision.  Tested to see if player view was different than GM view. It is IF the GM does not have control assigned to the GM. If the GM has control over the tokens then the GM sees what the player sees in this case. Short version: This one token, and any copies of the token, are not obeying the z-layer commands.  Possible options:  1) do not assign control of the Tank to the players. Use an API to have the Tank follow the players around or move it manually. 2) Assign control of the Tank to only the player driving it. Presumably their character is in the tank and not on it.    3) File a bug report with the Devs on the matter. Perhaps they can see what is going on with this one Token. 
Mind if I ask if the art used for that Tank's token was a JPG? Of was it any other extension like JPEG, GIF and/or anything else?

I'd try to find that exact same art through Google, then make sure it's JPG, then add it as Art to your game and redo the token with it. See if it fixes the ability to move it front or back. I've found some odd behaving art over the last few weeks, but 100% of my JPG's are working perfectly fine. Makes suspect Roll20 is having issues with anything other than JPG's.

Make the googled image into a PNG as JPGs do not support transparency.

It looks like one of the Free tokens you can find by searching for "Vehicle".
I saw this behavior a couple of months ago in one of my games. I had pretty much the identical situation - a character on the roof of a vehicle - and I couldn't get them to show up in front of the vehicle token.
