How do I layer a token overtop of a Player's token? To Front / To Back being ignored.

For some reason, even when I do 'To Front' or 'To Back on a token that is one of the player's characters, I can't overlap them with anything. I've tried setting up a fake player character to be the token that Im trying to overlap the player with, but even that won't overlap it for some reason. What is the trick to doing this? What is going wrong? https://gfycat.com/grandthunderoushammerheadbird Gif if the problem that I'm describing.

Roll20 puts player tokens in front all the time so the player can see & control their token. So you are struggling in vain. This is probably documented somewhere, but I couldn't find it in the Help Center.

Is this from the GM view or player view?
