Exactly what it says on the tin, Handouts you open in Dark Mode appear as if in Light Mode when opened to an external tab.

That might not be possible to change. Not sure how CSS is propagated to external windows.
As keith already mentioned, this might not be possible to change! Same goes btw. for character sheets. If you open sheets inline, dark mode gets applied. However if you open them in a separate window, this is not the case... It is a known "feature" since darkmode was released for VTT. It's likely a limitation of browser technology. But that's outside my bounds of expertise.

My experience is, that posts coming from the compendium (e.g. links to a compendium page), it uses the settings from the account (dark or light). This runs independently from the setting in the game, that defines the mode for e.g. character-sheets and handouts that come directly from the game. Hope this helps.
