NPC Edit Action window stuck open

Rather an odd glitch presented itself while setting up monsters for an upcoming encounter.  Long story short: the "edit action" window is stuck open on multiple actions.  Clicking the gear does NOT close the window.  Furthermore; the windows seem to bleed into one another, as in: an action with no damage has a damage field that seems to have come/been left behind by another window.  That sort of thing.  Closing the specific NPC card and re-opening it does not fix the problem.  Going to the "edit" page and back does not fix the problem.  Refreshing the entire page does not fix the problem.  Leaving the game and coming back in does not fix the problem.  It would seem I may have to just delete the entire page and start again and I'd like to not do that if at all possible.

Sometimes we can spot a bug in the screenshot. Also, you didn't mention which character sheet is being used (5e by Roll20) which the screenshot answers.  You didn't show all of the NPC sheet so I wasn't able to see if there were any bugged out lines.  This bug might be caused by an improperly created Attack that bugs out the others. I would look for any hidden lines. Try moving the mouse down the list until you see a cog that doesn't belong to a full line. Or unlock the padlock to see if there any partially created lines next to the red icon. 
There doesn't seem to be "hidden" ones when checking with the unlocked delete option.  Oddly though clicking the "edit" gear on one of the locked open windows takes teh cursor and scroll to a different one of the locked open windows; as if they're inter-locked.  None of them are "filled out incorrectly" as far as I cant ell, it's as though the sheet is confused about which is which.
Update: deleting teh 'broken" entries and replacing them doesn't appear to work either.  Any new entry created has a bugged blank "damage" field at the bottom of it (below the main text box) regardless of if the "attack" check box is ticked or not.

That is indicative of the bug, one of your entries is bugged and causing it. If you are unable to find out which one please send me an invite and I can come take a look.
Found the entry causing the issue.  Deleting it allowed the windows to close again (yay).  The bugged out damage field is still there when adding new action entries (boo), but it doesn't seem to lock the windows open anymore; so it's fine functionally, if a tad visually annoying.

Which attack's damage field is bugged out? The open one is blank, you haven't set it up as an attack yet so it doesn't have a damage field yet. 
What happens if you RESIZE the Textarea? There is a small "handle" in the lower right corner. Mako said:
