Try clicking on the Level 3: Dwarven Barracks links, they are working for me.  The module "Dwarven Barracks" is a sample of a full module, most of the module is not present, only the sections relevant to "Level 3: Dwarven Barracks".  Here is the marketplace reference for it. I direct you to this passage: " This product is a sampling of one section of Kobold Press's Scarlet Citadel. Find the full product   here   to experience the whole adventure!"  The full module is here .
I thought I had clicked it but apparently I had only clicked the barracks area in the right panel not in the contents, was looking for the DM level stuff and you helped me find it thx. do you know the expected time this is supposed to take to complete? (will help with game LFG creation)

I'm running Scarlet Citadel right now but my group has only scratched the surface of level 3.  Read the module text carefully - it is not designed to be a typical dungeon crawl where the PCs move from room to room.  I'll avoid saying more due to possible spoilers, but you may have to tweak it heavily if your group is simply entering level three as a one-off. -Adam
was not sure how I want to run it but was hoping for like 3+ sessions of play to get through the module before attempting a full module or homebrew as I am newer to DM. thx for the help trying to get the hang of it before spending money of a full module lol
