Can a Promoted GM Use My Storage Quota?

I haven't found info about this and haven't had a chance to test yet. Does anyone know if a  player promoted to GM in a game I've created can use my storage quota when they upload to the library?

No, storage is calculated on a per-player basis.

Your art library is tied to your account. With very few exceptions (recently, token art), a player cannot even place their artwork in another's game. A promoted GM can use their own art assets, but neither the GM nor the creator have access to each other's libraries. And if the promoted GM leaves the game and the placed art is deleted, or they remove it from their art library, it is gone from the owner's game.

As Co-GM you can use your library to drag out assets on the VTT the creator can use, but the creator does not have this asset in his / her Art library afterwards... keithcurtis said: Your art library is tied to your account.
