Suggestions to change new toolbar

So I have 3 thoughts in mind regarding the new toolbar, the first is that at the bottom, there's too much empty space after the dice roller, that the layers button should be brought up closer, with another of the little gray divider line to separate it. The second is that since there's now a dropdown interface for some of the tools, select and pan should just be 1 option, you either use hotkeys to swap between the 2 or just manually click. The final thought is that personally I think the ruler should be above the drawing tool as I've noticed in my years of gaming, that the ruler is WAY more important than drawing. Here's a little visual aid of what I'm describing:

Even better would be the option for total customization on a user basis. Meaning you can order the Items in the Sidebar the way you want them to be and have this configuration in any game you enter...
