I am using the legacy toolbar, and have advanced keyboard shortcuts enabled. The shortcut to select the Ruler tool is Q, which works fine. The issue is that, unlike every other shortcut, hitting the Q key is caught even when it shouldn't, such as while typing text into a handout or into chat.
