Hi Aaron, I have to ask... is that an hourly rate? ;-P IME, basic sheets might take 20-40 hours for someone that's familiar with roll20's sheet building requirements.  Complex sheets can easily double that amount of time or more.  Most sheets are a labor of love... other's can be costly.
Good morning vince Initially this was a cost for completion of the whole sheet not hourly but it can be negotiated.  It don’t have to be the exact style as am happy to use the normal DND style just with the alterations that will be needed

Unfortunately, there is no way to simply adapt the by Roll20 sheet for this 5e based system. It would require building a completely new sheet, which would be a minimum of 40 hours for something with the functionality of the 5e by Roll20 sheet (probably more). This is usually outside of the resources of a single fan of a game, but might be something you want to suggest to the publisher of the game. Now, all of that said, there's only two pieces that don't seem to be directly supported by the Roll20 5e sheet; the shadow section, and the Fellowship Heir/Patron section. Both of these seem like they'd be easy enough to do manually using the existing 5e sheet: Shadow Score/Scars could be entered as "resources" Miserable/anguished and the shadow description could be entered as a single Trait on the sheet (note the miserable/anguished state in the name of the trait. Fellowship Points could be a resource as could the Heir investment. The heir info could be a trait.

Just a thought, but maybe we get a quote for a custom sheet development and then open a Crowdfund amongst the R20 LotR5E community??

I believe a similar thing has been tried for other games. However, it then becomes someone making money off of their IP, which then causes copyright/trademark infringement. But, I am not a lawyer. So, if that's something you wanted to do, I'd recommend you discuss it with the publisher first.
I would totally pitch in on an idea like Taz had.
