Can't Grab Corners of Map to Resize

Having a bit of difficulty here that I hope someone can help with. I used to be able to resize maps (drag them to fit the blank screen) simply by hovering over the corner of the map and dragging them. Now, however, when I hover over a corner, instead of a single arrow, I get a four-pointed arrow that only allows me to grab and move the map as a whole; it does not resize the map.  This seems to be relatively new behavior (last few months). Has something changed? Is there something I am doing wrong? Thanks for any help anyone can give.
Right click, and resize it by the numbers is the easiest way to do it. You can zoom in on a corner so it is easy to grab the corner.

I have found two common causes for this. An overlapping graphic (even if it is underneath, or on a different layer can cause the VTT not to recognize corners. It's also possible (though not as likely) that you have the wrong tool selected. Finally, hardware/software. What sort of device are you on? Desktop? Tablet? What browser?
Yes, I think the overlapping image graphic is the problem. When I resize the first image for a new page, I can usually hover over the corner and get the two-way resizing arrow to appear rather than the four-way moving arrow. However, whenever one image is over top of another, only the four-way arrow appears. This seems to be new behaviour (I never remember having this issue before).  Using desktop and chrome. Problem recurrs on both devices.
I've had this problem a lot. I've found you can use the 4 pointed arrow to resize something, but it has to be exactly over the corner of the item you are resizing.  I can normally manage by zooming right in  and then just enlarging it three or four squares at a time.  fine for small items, but not good for larger things.
Thanks Oenanthe, those tips should help, and I am glad to know it is not me! Just wish I could hover over images and easily get the 2-point arrow to resize.
