Player with just short of a decade of 3.5 exp looking for a saturday night campaign for CST!

First off I am a male and have played both genders in games. I have had an idea for a character for a small amount of time from the book of exalted deeds. The character I want to try is going to follow the progression of 3 ranger/ 3 ninja/ 10 beloved of Valarian. I have not planned past lvl 16 though with most campaigns if I get that far I will have had plenty of time to think about it. Yes the character is going to be a skill monkey of sorts and will focus on ranged combat. I will prioritize having a composite longbow for the range and damage so will likely pass over most magical items unless directly following her preferance of weapon. The character will be more of the avoidance type not wanting to rush into things unprepared. Due to the last class I chose and the one I wanted to try leading to this post the character will be female. I am fine with any kind of campaign so long as I can look at the info and see my character in it as I intended her to be. Here is a pic to show what she would likely be looking like. I intend for the character to be either Elf, Half-elf, or a silver wyrmling who has a very strong fondness for human society and stays in a human alternate form full time. For the latter here are the stats I worked over with a friend for the race. They are purely proposal racials and subject for change if anyone wants the third character story. Stats: Str-+2, Dex- -2, Wis-+2 Special abilities: Alternate Form ( Su ): A silver dragon can assume any animal or humanoid form of Medium size or smaller as a standard action three times per day. This ability functions as a polymorph spell cast on itself at its caster level , except that the dragon does not regain hit points for changing form and can only assume the form of an anirmal or humanoid. The dragon can remain in its animal or humanoid form until it chooses to assume a new one or return to its natural form Cloudwalking ( Su ): A silver dragon can tread on clouds or fog as though on solid ground. The ability functions continuously but can be negated or resumed at will.(optional) immunity to acid and cold (Optional If given would prefer to keep cold and lose acid as having two is more OP than intended) vulnerability to fire (Optional Hoping it is kept if also giving immunity to cold. If losing vulnerability or immunity would rather lose both than keep either.) I picked the wyrmling cause it has no natural caster lvl or spell resistance as well as no freitful presence. I also intended to lose the breath weapon as it is unneeded for a character that will be keeping human form on a full time basis. I am not posting the actual intended stats for argument merely to show the original intention. Also I would like if you posted something like a link or info on your dragon classes since the idea is purely for RP to say that she is a dragon. I am sure I could RP. Thanks you for your viewings and Please let me know via PM if you are interested. The character name is subject to change. The name if using a dragon is rather long and true to dragon lore with complication. (its a mouthful) though either way the character will go under the real name (elf of half-elf) of Rhawen Avalon or if a dragon will use that same name as an alias. Again thank you for your time and consideration.

Just as a heads up, in case you are interested, there is an actual dragon base class that takes them from 1-20 in Dragon Magazine #320 (you start as a modified LA0 whelp and you don't need to take all levels in the class like many Dragon classes). It would allow you to play a dragon right from the start with no level adjustment. You gain strength as you take levels in the class like your breath weapon, size increases, etc. The silver version grants alternate form at level 2 and you could just multiclass out of it once you got to that point (which still lets you do your build). Still, the rules for true dragons are pretty cheesy and that homebrew you suggested above with alternate form, a total stat mod of +2, and the two damage immunities seems very overpowered without a +2 LA. Mostly just because of how strong the alternate form ability is (or any polymorph ability for that matter), especially if you can remain in it 24/7. Anyway, good luck mate and enjoy the free bump. Just thought I would share it with you in-case you wanted other options to work with your DM on.
