New campaign same characters?

I have a question. Does anyone have any mechanics on how I would start a new campaign, with some party members rolling new characters, but some keeping old characters?  The characters are currently level 8. It was my first campaign, I ran it homebrew because I am a nerd and I know way too much mechanics wise, in theory. In practice, I broke the world, my players are destroying anything not out of epic levels, one of them is about to begin the process of ascension, and there's not enough "Happy Grass" in the world for this.  So, after some discussion with my players, I might give it a few more sessions as I write a new campaign. But one of my players made a wonderful point.  They're pretty attached. This has been a VERY long campaign, over a year now. It's been very emotional. I almost got hurt a couple times because I've said "No"  So, how would I start a new campaign, but with possibly a mix of new and old characters?  Some Dr. Who Timey Wimey crap?  Set them back to being babies (In terms of stats?)  And have the new players discover them? I don't know? Help?  If it matters, I will most likely be having the new campaign be set in either Eberron or Faerun, most likely Eberron because one of my players REALLY likes guns this time. Like, I think his character is in the NRA.
