Map maker suggestions

What program(s) are the best to make and upload maps?

Dundjinni is the easiest to get good results, but its not sold anymore or supported.  Campaign Cartographer is Awesome, but you need to invest a lot of time to learn it, its like a CAD program.  Maptools (a competitor of Roll20, but not really being updated) has some really good map making abilities built in, Photoshop or Gimp, I'm sure I've missed a bunch.
You actually covered all of the good ones. I've used the first two myself. Maptools didn't strike me as sufficiently robust.
Maptool was just recently updated actually and it has something Roll20 doesn't... a drawing tool that lets you use textures. That feature alone is the only reason I make maps in Maptool. Everything else can be handled by Roll20.
Maptools is actually pretty great for making maps -- and it's free!  Plus I can load it on a thumb drive and use it at work during my lunch hour. ;) I bought a copy of dundjinni a long time ago so I use that for some of my maps and polish them up in photoshop.  But it's true that you can't really get your hands on it anymore.
Masterplan or Pymapper works well with Dungeon tiles images.  Of course there are a huge number of maps on the WotC site if you are a DDI subscriber.  
I just use Photoshop CS. It has paint with textures and I imported all the images from MapTool, tokens and all, into a huge graphics library.
