As a workaround you can disable a couple settings that prevent this behavior.
Go to Roll20.net
Click on the name of your game (not launch)
Click Settings
Click Game Settings
Set "Allow players to create their own Characters?" to No
Set "Allow players to transfer Characters?" to No
This will prevent players from creating characters or importing them from the Characters (formerly Character Vault) feature.
In the meantime I suggest posting in the Characters thread since that is the cause of all of this. It is still a new feature in development so the better place to report issues with it is that thread.

It is the EXACT Same Problem!
AND the old Character vault may still be there, but the INFO where to find it, is not! The Banner that has the link to the old Character vault got removed!

Perhaps you didn't notice, but I posted a couple times in that thread. I am quite aware of it.
Perhaps you also didn't notice but I posted an image of how to reach the Character Vault in that thread. It is still a link in the Tools drop-down.
Otherwise I am not sure what you are intending to say here. It's complexity has nothing to do with either my suggestion on where to post or my suggested workaround.
