That link is to a character in the game, and can only work while loaded into that specific game. Does the link work while the module is loaded? Was the journal item the link is on moved from another roll20 game? IDs are game-specific.
EDIT: And if by not working you mean nothing happens on click and you're a player, you might just not have the rights to view the character.

The link does not work while the module is loaded in the game. That's the context in which I had the problem.
I'm a Gamemaster so I should be able to access it.
Other links work but this one does not. When I click on it inside a document of the module, a small window appears to "Confirm External Link".
When confirming, I arrive on a new page with a "DNS_PROBE_FINISHED_NXDOMAIN" error message.

Sorry for my late response. The link is in the "Chapter 3: The Hook Mountain Massacre", section "Part Two: Retaking Rannick", document "Fort Rannick".
Inside the document, it is in the paragraph following the title "B15 Crypt (CR 7)": the link is attacged to the text "Lorgus Fenker".
Took a look at it, wow, that is an old module. So many things that are done differently these days. In any case here's what's going on:
The reason that the link goes no where is that there is no character sheet for Lorgus Fenker. He is in fact a spectre, so you can just pull a generic spectre out of the compendium and link his token to it. I can only guess at what might have happened so long ago, but my suspicion is that there was confusion at the time whether this was an NPC or a generic Monster with a specific token. Somewhere in this decision making process, dragging in a spectre and setting up the token was likely overlooked. This suspicion is strengthened by the fact that there is no token for him on the token page. You can file a Help Center Request and submit that issue. It will go into a queue for that module for when it is next updated. No idea when that might be, but creating the ticket will ensure that when it does happen, this will be fixed.
After you have updated the token, you can edit the handout to read:
The last Black Arrow buried here was a bitter, brutal man named Lorgus Fenker (a [Spectre] ).
When you save the document ,"[Spectre]" will become a proper link to the sheet.
