Elevation LOS and movement management

Roll20 could really use some "elevation" setup to manage LOS and movement restriction.  Imagine you want to setup a scene for a street ambush. PCs should move and have LOS to all ground level areas, but not the rooftops. People have suggested using one-way LOS blockers, but that is not good here. Once a PC has climbed to a rooftop, it should be able to have LOS to all other rooftops of the same elevation, but not perhaps, to the temple tower. Once the PC climbs the tower, if gains full LOS to the entire scene. Then you just need some "ladders" and "stairs" to have the PCs change elevation", but that is certainly not a key element, the GM can simply move the token if it is climbing a wall or up a stair.
For simple maps that would work but for more complex maps it would be a pain to set up. Currently I simply put unseen tokens on GM layer and if movement/attacks from those are spotted by players, I indicate general direction to them. Obviously, this is not an ideal solution but it works with minimal fuss.
