Adding control option to forfeit the permission to control, rather than gives the permission to control

As title. It is very, very annoying as GM to having the authority to control all the character, include PCs who shouldn't be allowed(actually, usually want) to 'control' usually. Not to mention that it's very annoying to having a bunch of characters at once, while you don't want to archive some characters at the time. What about to allows the user to disable their own permission to control specific characters, rather than only allows to control? Also can you allow this to both GM and player? It is possible that some players are able to have more than one characters but does not want to control some of them at a time.
