At level 9 the bard should receive 2 more options for expertise, these are missing from the charactermancer currently. Bard 2024 " At  Bard  level 9, you gain  Expertise  in two more of your  skill proficiencies  of your choice. "

I would recommend sending in a help center request to get this in front of the development team and on their list of issues to fix.
