This sounds like it could be an issue with a new recent Feature for Centering on Player-Controlled Tokens Upon Page Load, that Roll20 has added (but has not Announced, except for in obscure places). How many Tokens do you have Control of, on the Page? Roll20 now (as of recently) will Zoom each Player's view to a different zoom and position upon Page load. It is determined by setting the zoom wide enough that you (the Player) can see All of the Tokens that you yourself have Control. If you have 2 tokens under your control spread-out on the map at just-such-a-range that could lead to 61% and Roll20 will "do" this feature again every time you Load that page. To test this, move your Multiple-controlled tokens closer together on the page and try loading again.
