I first discovered this issue attempting to draw DL lines on a map, but I can't draw lines on any layer. I can draw ellip ses and rectangles, but not lines.

I am able to draw lines on every layer.  Please check that your extensions are disabled.  You might also try running Chrome in Incognito mode.
