Allow Ruler tool to make private (not visible to GM) measurements

One thing I find distracting is that when players are planning for their turn during combat, they sometimes use the ruler tool. But if they uncheck "broadcast to others" it only prevents showing the ruler to other players, the DM sees all.  Which is annoying if I'm working on Player A's turn, and player B is drawing all over the map to plan for theirs. Could this be changed into a set of buttons like other ruler features, eg. a Visibilty section with buttons for "Private", "GM", "All"?
