Scale affects readability of the ruler tool

This isn't a bug, per-se. Just an overlooked UI issue: The ruler tool is useless at small zoom levels (anything below 50%), because the text of the label it displays is shrunk down too. Since this is an informative tool, rather than a displayed element, it ought to stay at the normal legibility level.

That is a noted issue and the devs are aware of it.
