Riley, I haven't tried it in a while, but I believe the /fx chat command works for any account level. It only does the equivalent of a single click (as opposed to a sustained burn by holding down the mouse button), and it only works centered over the selected token (rather than at the mouse position), and you need to know the names of the effects, but I recall trying it on a test account where it worked. That was some time ago (shortly after the FX system release), however.
