System: iPad 3 with Safari Reproduction: Touch either magnifying glass or layer switching icon on the toolbar Description: When the two buttons are tapped on the toolbar they have their hover menu appear only for a moment before switching to the pointer (or previously used tool). The zoom icon does not always have this happen while the layer icon does. You can fix this by using a long press. The problem with the long press is that it activates other functions of the safari browser on the iPad.
