Still snaps initially, but you can "bump" it with the arrow keys like you said. Apparently this is not the case for the GM layer where I want to put the notes. You CAN still "bump" the text, but 1 full square (or "unit") at a time. I then tried moving the text from the Map layer to the GM layer. The text I had on the Map layer that did "bump" without snapping now snapped on the GM layer and if you try to "bump" using the arrow keys it now behaves as described above (moving 1 full square/unit at a time).
