Here is the best way to learn to DM, get one in a game you run. Trust me there are plenty of DM's that enjoy getting the chance to play. Ask them to not say anything or correct you during game, but save time afterwards to talk about how it went. I learn so much doing this.
Second, on a note card or in a set of notes (i use evernote for everything) leave a section called "Need to Learn" as you are going through the game and as you feel yourself unsure of something, jot it down. If I can't find the answer quick, I make it up .... fair and "close", but made up none the less. No one likes to sit and let the excitement die. Then later on, find out what you should have done. It sticks and next time, you will know exactly what to do.
If you don't mind playing outside DnD modern, I have a group of friends and someone I met here that I chat with now quite a bit. They are new to PnP, but learning.
