(I am a Player, not DM) What I want is a group of, normal, non-monster race , characters that like roleplay more than combat. Is that really too much to ask?
Yes. Most people here just want to play trope-driven, special snowflake characters that are magic spear wielding Orc/Dragonkin hybrids. I GM quite a bit of 40K stuff. If you know the fluff very well and are really into RP over dive rolling, PM me. Good luck to you, bud.
