Building a character is highly dependent on the system you're playing, the specific campaign you're in, and the whims of your GM. You should consult your GM for help if you need help building a character for your game. If you're not yet in a game, don't worry so much about building a character. It's better to wait until you have a game to put the character in, so that the character's backstory fits the setting, the character's abilities mesh with the rest of the party, and you follow the GM's house rules, if he has any.
Okay Awesome thank you
I simply want to build some characters -- PCs and NPCs alike -- put them in My Vault and be able to access them on my laptop during a real-world (physical tabletop) campaign session. This was something I was able to do for more than a dozen years on the now-defunct Macray's Keep site. No CSS and HTML coding required. What are my options? I've paid for a one-year subscription, created a shell campaign...but am now stuck. For the moment, the characters I want to build and store would be Pathfinder (RAW). But eventually I'm restarting an Eberron campaign (last run in 2010) using the Pathfinder rules and a conversion site I found for all the specific Eberron crunch.
There is suppose to be a way to create a character, link it to a handout, and then put the characters in a vault. I think. Are you going to have internet connection during the game? If not, then the roll20 site won't help you. If you are going to have internet connection, why not just create the characters, and leave them out of the vault? Just have the campaign open and access the character via the journal part of the side bar. And they will be available for roll dice right here on the site. If you aren't going to have an internet connection, why not just use a fill-able pdf?
Yes, I will have internet connectivity. A fill-able pdf would also be acceptable. Can one be downloaded from this site, or am I going off-site to search for one?
As far as I know, there aren't pdf's kept here. I would use the Pathfinder character sheet (selected when making a campaign). That will let you make NPC's real quick and have attached buttons. During the game, just bring up the character you need. And you can have tokens assigned, so if you want to make rolls for the character you can do targeted rolls (if properly set up, they will tell you if you hit, and what damage was dealt if they did hit, including critical hits, etc). It doesn't sounds like the online maps would be necessary, but having a random token attached to the right character journal could speed up combat...with the side effect of the player never touching a die, should that be your wish. Plus the sheet is awesome.
I think I found where I was confused. Character creation is not in the Settings, Details or Journal -- it's on the main Campaign screen (which I hadn't preivously started, as it's just a shell at the moment).

Herb, you'll need to set a Character Sheet from the Campaign Settings page on the landing screen for the campaign. Then inside your shell campaign you'll create a character and inside that journal entry for the character you can fill in the character sheet. Also, if your primary use is intended to be offline play you might find this release for the Update of Holding interesting.
