When placing tiles on my map, I never have the "copy" handle. I have the latest version of Chrome (20.0.1132.57 m) and am running Windows XP.

That current tile you have in your screenshot appears to be a token. I think the ability to batch copy a tile is reserved for the map/background layer only. Is the orange handle missing on that layer as well?
It actually is a tile, everything just seems to have the same UI elements as tokens. The orange handle is indeed missing from those.
Now that I think about it, that's probably a bigger problem. :P
Okay, just to doublecheck, are you sure you're working on the "Map & Background" layer and not the "Objects and Tokens" layer? Anything you place on the battle map while on the "Objects and Tokens" layer will be given token attributes and not have the same UI as a piece of art that's dropped on the "Map & Background" layer.
Try clicking the object, then pressing "ctrl+shift+m"
This will shift you to the map layer, and the fill handle should appear.
Kristin's right. If you're working in the token layer, you won't have the fill option, since normally, you wouldn't want to fill an area with a single monster or other token ( and if you did, I'm afraid to be in one of your campaigns! ) :)
Same problem here. I get the 8 blue handles and the 1 blue rotation handle, but no orange handle. I'm on the map layer, and I've tried it with my own tiles and a market place tile. I've tried clicking the tile and hitting ctl+sh+m, but no luck.
Running Win7 and Chrome.
Thanks for the information, Ms. Carlson. You posted this on the 4th, and I find the situation persists on the 12th. Can you give us an ETA on the return of this feature?
I want to mention that I find the 'orange copy handle' a very elegantly-executed feature. Copying any given background tile, and then being able to delete specific duplicates is extremely useful. Bravo on the implementation of this feature.
My goal for today was to compare my set-up time with Roll20 v. a similar tool and the absence of the copy handle stymied my plan.
Unfortunately, the best answer I can give you, Chris, is that it'll be back when it's compliant with the new render engine. I'm sorry that I can't be any more specific than a "It'll be ready when it's ready," response.
