Being able to pan, always

I like being able to pan without the scrollbar. But if you zoom out the map area is mostly to the left of the screen. Is there a way to make it so you could hold down the middle mouse click button and pan around the map even while completely zoomed out? Or even being able to select the pan button and having the ability to pan even zoomed completely out.
I would like to be able to achieve a "google maps" feel when zooming/panning. I'd like to be able to hold space or something and scroll to zoom in and out of an area, and click and drag while holding it to pan around.

I find the holding the middle mouse button to be useful.
When your zoomed all the way out though you still have the left side stuck to the left side, you can't free pan anywhere you'd like.

Right clicking and holding anywhere on the tabletop allows you to free pan.
