Dynamic lighting Question

Does the Game master HAVE it be the one to have it to use it? Can a player in the campaign that has it give access to the GM to use the feature. thanks for the help.
The GM of the campaign has to have Supporter level access to use Dynamic Lighting. While it's not quite the same, someone else can Create the campaign and 'Promote' you to a co-gm, letting you do much with it. Also, if they're willing, someone can 'Gift' you a supporter subscription, footing the $4.99/month bill for you.

* Just a question to add to this, instead of making new new post, (Although I think I know the answer now) If I, (The GM of a game) upgrade to Supporter or Mentor status and I use Dynamic Lighting, will my Base level players be able to see the dynamic lighting effects that I'm using?

If you are the original creator of the campaign then yes. All your players will get to see the effects of the dynamic lighting. If you are not the original creator then no they will not see any change.

I am a new Mentor level. I want to enable Dynamic Lighting but Page Settings does not have a Dynamic Lighting check boxes between Fog of War and GM Opacity. Am I looking in the right place?
They should be there. If you've only JUST upgraded to mentor, you probably have to Sign Out of the roll20 site and maybe even clear your browser cookies. Trying it in a browser you don't usually use would be a good test of this.
