Writing on PDF character sheets

The GM of the Apocalypse World game on here (the official one) posted a pdf of their game of Blades in the Dark with stuff written on the PDFs. If Character Sheets are a bit too complex to import into roll20 (Blades in the Dark), how do people write directly onto PDFS? I have the Adobe Suite, so I can do some stuff, but I want my players to do it, too.

Mac OS X Preview allows you to write text to PDFs, This article suggests there are some Windows applications that do this as well: http://lifehacker.com/5842130/the-best-pdf-viewere... Certainly Acrobat allows you to do this.

GoodReader on iPad allows you to annotate PDFs in various ways.
It's rather specific, but I use PCGen to create sheets and export to PDF. Using a MS Surface Pro 2 in the native Reader App, you're able to view the PDF and use the stylus to write and erase marks on the sheets as though they were paper.
