If you are referring to inside the actual campaign, it is intentional. It's up to the GM to determine who can see what inside the campaign. If the GM wants all players to be able to see all character sheets (or just certain ones), then s/he needs to edit the character sheet and assign who can see and who can control the character sheet. To see, the GM just needs to add the names of the players to the In Player's Journal field, and the names of players who can control (the toke) or edit/use the character sheet in the Can Be Edited & Controlled By field.
