I got the idea that I could host a card game named Citadels . I have a physical copy of the game right next to me. Am I allowed to upload the game cards the actual copy or will it violate copyright laws?

As long as it remains in a private game and you do not profit from it and you own a copy of said product, you should be fine. Now, if someone copies pictures/content and runs their own game to do the same, they violate the copyright... since they do not own the product in question. Always be sure to have a disclaimer too, those never hurt.
