Figuring out Dynamic Lightning

EDIT: This is a question about a page, with half of the page a surface map (completely visible), and half an underground map (where I need Dynamic Lighting to work). If you know how to set this up, please let me know! I'm attempting to set up Dynamic Lightning for the first time in our game. Nothing fancy, just setting up Light Obstructions and Adding Light. Naturally, I've been following the guide here: https://wiki.roll20.net/Dynamic_Lighting However I'm not seeing anything as GM that indicates it's working. Tried moving the lantern token around and nothing changed. Am I doing something wrong? Some critical step I've overlooked? Note: Also using Fog of War. Here are some screenshots for clarity:
put a token down, give it sight, select the token, hit [control] + "L", you are now seeing through the tokens eyes. You will still see things on the GM layer. to get the exact player view, give yourself specific control of a token, go to the "gear" tab and "Rejoin as Player". this is exactly what a player sees.
When I select [control] + L on a token which "has sight" all I get is a map of pure black. Also just confirming that I have "Enabled Dynamic Lightning" on the Page Settings menu.

I have a map (on the same page) which is half above ground and half underground. The half above ground is supposed to be fully visible. The half underground is where I need the Dynamic Lighting to work. It appears I've got the Dynamic Lighting working in the underground right half of the map now. However, the surface left half of the map is plunged into blackness. Is there a way I can make this half of the map fully visible while Dynamic Lighting is enabled on the page?
fog of war could be blocking things, try turning it off, there is little reason to use it with D.L.except in small areas that you wish to block or to simulate "darkness", you could PM me a join link, then once I join, promote me to GM so I can see what needs to be done.
Thanks for the offer! Seems like it wasn't Fog of War that was causing the problem. In fact, I need Fog of War enabled to get the desired result (half map visible above ground, half map following Dynamic Lighting underground). What I needed to do was enable "Global Illumination" on Page Settings. Here's the result:

EDIT: Actually, now that I look at it, the Dynamic Light from the hooded lantern is no longer displaying properly. I find it hard to believe that other GMs haven't had to resolve this exact issue!

Ok, so it seems like what the Dynamic Lighting tutorial ( https://wiki.roll20.net/Dynamic_Lighting ) doesn't say is that you NEED to select "Enforce Line of Sight" in order for Dynamic Lighting to function - otherwise the players just see blackness. EDIT: However this doesn't change my original problem - the other players who are above ground are still blanketed in blackness.
BTW, if you draw a dynamic lighting "wall" you can cut a page into sections. I generally use vision and movement blocks for buildings and stuff and leave the move restrictions off for outside, like tree trunks.

I generally use vision and movement blocks for buildings and stuff and leave the move restrictions off for outside, like tree trunks. Yeah, that's a good tip and something I tried. However in order to have that work for my setup (1/2 aboveground completely visible, 1/2 underground dark and requiring light to see by), I need to set up a super powerful light on the "aboveground" side of the map, don't I?
